Genuinely short, low-risk tasks
A brief inspection, a small touch-up at low level, or reaching a single fixing point can reasonably use a stepladder or short ladder, provided the base is stable, the angle is correct and someone is not stretching sideways off the top. These are minutes-long tasks, not a working platform for a whole ceiling.
- Footing checked on a firm, level surface before use
- Three points of contact maintained, tools carried in a belt rather than a hand
- Never used for sustained work at height or side-reaching
