Not every wallpapered wall needs stripping before it is repainted, but the decision is not a coin toss either. It comes down to how well the paper is still bonded, how many layers are underneath it, and what pattern might show through a light topcoat.
We press and lift at seams, corners and around sockets to see whether the adhesive has failed anywhere. Bubbling, lifting edges or a hollow sound behind the paper all mean it has to come off, because paint will not re-stick loose paper to the wall.
A single well-adhered layer of plain lining or vinyl paper, with no strong pattern or dark colour that could bleed through, can sometimes be sealed and painted directly. We still recommend a stain-blocking primer where the base colour is dark, since emulsion alone rarely covers it in one pass.
Multiple historic layers, damaged edges, or paper with a raised texture that would telegraph through paint all point to stripping. Steam and scraping remains the most controllable method in an occupied room, and we protect flooring and skirtings throughout.
